The committee shall be responsible for:

  2. Academic Integration: Suggest curricular interventions (electives, lab exercises, field projects) on sustainability, climate-smart dairying, and carbon footprint assessment for undergraduate and postgraduate programmes.
  3. Operational Audits: Conduct quarterly internal audits of energy usage, single-use plastic consumption, and composting/recycling of organic waste from hostels, cafeterias, and animal farms.

Operational Guidelines
  • The committee shall meet at least once every quarter (January, April, July, October) and as required.
  • The Convener, in consultation with the Member Secretary, shall prepare the agenda and minutes. Minutes shall be circulated within 10 working days of the meeting.
  • The term of the committee shall be two years from the date of this order, unless superseded earlier.
  • The Member Secretary shall coordinate with the Accounts Section for any contingency expenditure (refreshments, stationery, minor travel for audits) subject to budget availability under the Institute's Green Campus head.

Objectives:

  4. Learn regarding biodiversity and its conservation, natural and manmade disasters, and their management.

Theory (indicative coverage): Multidisciplinary nature of environmental studies; natural resources (renewable and non-renewable) and associated problems; forest resources — use, over-exploitation, deforestation; water resources — use, over-utilization, floods, drought, dams; mineral resources and their environmental effects; food resources and modern agriculture impacts; energy resources; land resources and degradation; ecosystems, ecological succession, food chains and webs; biodiversity and its conservation, hotspots, threats, and conservation strategies (in-situ and ex-situ); environmental pollution — causes, effects, and control measures; solid waste management; social issues in sustainable development; environmental ethics, climate change, global warming, acid rain, ozone layer depletion; key environmental legislations (Environment Protection Act, Air Act, Water Act, Wildlife Protection Act, Forest Conservation Act); human population and environment; natural and man-made disasters and their effects; disaster management strategies at national and global levels.

Practical: Pollution case studies; field visits to document environmental assets and polluted sites; study of local ecosystems (ponds, rivers, hill slopes); water/effluent sampling and analysis of key water quality parameters.

B. Doctoral Programme: Risk Management and Climate Change Adaptation

Present agriculture and allied sectors in India face tremendous challenges on multiple fronts. Agrarian distress and climate change impacts together pose grave dangers to food, nutritional, and ecological security. This course equips extension professionals and agricultural graduates with the knowledge and skills required to navigate the climate change scenario and help reduce risk and vulnerability.

Aim: To provide both basic and applied knowledge on risk management and climate change adaptation with reference to Indian agriculture, approached from a multidisciplinary perspective — technical, socio-economic, political, financial, and regulatory.

Block 1: Risk Management in Agriculture

  • Unit 1 – Understanding Risk and Distress: Risk theory, risk analysis and perception, indicators of agrarian distress, changing farm size and cropping patterns, droughts/floods, farmer suicides and socio-economic consequences.
  • Unit 2 – Managing Risk and Distress: Crop and life insurance, institutional frameworks (NDMA & SDMAs), district agriculture contingency plans, diversification, National Farmers Policy.
  • Unit 3 – Extension Professionals and Risk Management: Socio-psychological dimensions of distress, risk communication, farm-level risk management, contingency planning, and institutional innovations.

Block 2: Adapting to Climate Change

  • Unit 1 – Introduction to Climate Change Science
  • Unit 2 – Climate Change Adaptation and Mitigation: Vulnerability assessment (CVI and SEVI frameworks), adaptation options, national/state initiatives, financing adaptation, gender and climate change, community and ecosystem-based adaptation.
  • Unit 3 – Climate Smart Agriculture (CSA) and Extension & Advisory Services: Climate-resilient villages, CSA stakeholders, extension approaches, climate information services, and adaptation strategies.

Practicals include: risk assessment tool practice; case studies on distress and climate adaptation (India and global); lessons from the NICRA project; development of district/village-level intervention plans; field visits to State Disaster Management Authorities; capstone project on indigenous technical knowledge (ITKs) related to climate resilience.

Teaching methods: Lectures, assignments, publication reviews, student presentations, group work, interviews of policy makers, case analysis, guest lectures, and review of policy documents.

Learning outcomes: Students appreciate the scientific foundation of risk management and climate science; utilise tools for vulnerability assessments and adaptation strategies; and critically engage with scientific literature relevant to climate change adaptation.

C. Natural Resources and Production Economics

Covers characteristics and classification of natural resources; sustainability issues in resource use; property rights and externalities; allocation of renewable and non-renewable resources; valuation of non-market resources; climate change mitigation policies and environmental regulations; principles of farm management and risk/uncertainty measurement; and production function theory as applied to resource-use efficiency.

D. Climatology and Livestock Production

This course familiarizes students with climate, weather, and climatic factors affecting livestock health and production, covering both temperate and tropical, micro- and macro-climatic conditions.

  • Unit I: Climatology and agro-climatic regions of India; climatic stress in livestock (heat/cold stress); temperature-humidity index; adaptation and acclimatization.
  • Unit II: Light — natural and artificial, photoperiod, and its application in livestock production.
  • Unit III: Performance of livestock across climates; micro-climate modification in animal houses; livestock and global warming.
  • Unit IV: Climate-resilient livestock production systems; natural disasters — effects on livestock and mitigation measures.

Practical: Visits to weather forecast stations; assessment of micro-climatic conditions; measurement of temperature, humidity, wind velocity, and light intensity; construction of climographs and hythergraphs; heat tolerance testing in bovines.

Holistic Health and Wellness Framework
Core Objectives

To promote a "Fit India" culture within the campus by providing comprehensive medical care, nutritional guidance, and avenues for physical and mental development. This policy aligns with the National Health Policy (2017) and the UGC Guidelines for Student Wellness. Compliance with sanitation and hygiene protocols is mandatory for all campus residents.

Integrated Health Services

A. Health Complex of ICAR-National Dairy Research Institute, Karnal

  • Primary Care: The on-campus Human Health Complex shall serve as the first point of contact for all outpatient (OPD) needs, basic diagnostics, and emergency first aid for students and staff.
  • Panel of Hospitals: For specialized treatment and tertiary care, the Institute maintains a robust Panel of Empanelled Hospitals. Referrals from the Institute Medical Officer shall be processed as per CGHS/ICAR norms to ensure seamless access to advanced healthcare. Presently, a total of 26 hospitals and a diagnostic centre are empanelled. The list of the empanelled hospitals is enclosed as an Annexure below.
Sexual and Reproductive Health
  • Confidential Counselling: Providing access to professional medical advice regarding reproductive health and hygiene.
  • Awareness Programs: Regular seminars/interactive sessions on overall health, reproductive health, dietary interventions required, vaccination, and various contagious diseases shall be conducted with clinical sensitivity and privacy.
Mental Health and Psychological Support
  • Mentee-Mentor System: To promote holistic development both in academics as well as to be successful in life, a Mentee-Mentor System has been established. Typically, one mentor is allotted for every 4-5 students. Frequent meetings are conducted between mentor and mentees and the proceedings of the meetings are recorded. During this process, student problems are understood and solved.
  • Counselling Cell: A dedicated mental health wing within the University has been established to address academic stress, anxiety, and work-life balance.
  • De-stigmatization: The counselling cell also takes care of promoting a culture where seeking mental health support is viewed as a proactive step toward wellness.
Nutritional Wellness and Diet Management
  • Scientific Mess Menu: The Student Mess Committees, in consultation with the Health Complex and Dairy Technology experts, shall design menus that are nutritionally balanced.
  • Dietary Supervision: Regular audits of food quality, calorie counts, and hygiene standards. Special "Sick Diet" provisions (e.g., light khichdi, curd) shall be available for students recovering from illness.
  • Functional Foods: Leveraging the institute's expertise, probiotic and functional dairy products are incorporated into the daily diet.

  • Daily Sessions: Early morning and evening Yoga sessions shall be organized at the Students' Gymnasium or designated open-air parks.

1. Vision Statement

The Committee shall:

Anti-Bribery and Anti-Corruption Policy
1. Objective and Scope

This policy establishes a "Zero Tolerance" framework against bribery and corruption at ICAR-NDRI. It applies to all permanent and contractual employees, students, research scholars, vendors, and third-party stakeholders. As a premier national institute, ICAR-NDRI's policies and administrative protocols are integrated with and implemented through the Central Vigilance Commission (CVC).

2. Core Pillars of Conduct
  • Zero Tolerance: Prohibition of seeking, accepting, offering, or giving any "undue advantage" (cash, gifts, favors, or hospitality) to influence official outcomes. The Prohibition of Corruption Act (1998) amended in 2018 will be the guiding rules for implementation.
  • Integrity in Decision Making: All administrative and scientific decisions must be based on merit, transparency, and the institutional interest.
  • Conflict of Interest: Mandatory disclosure of any personal or financial interest in any institutional dealing (e.g., procurement from a relative's firm).
  • Institutional Watchdogs: The Central Vigilance Commission (CVC), the apex body for integrity and preventive vigilance; the Lokpal (National level) and Lokayuktas (State level), the independent ombudsmen empowered to investigate allegations against even high-ranking officials, including Ministers and Group A officers; the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED), the primary agencies for investigating high-stakes corruption and money laundering.
3. Domain-Specific Provisions

A. Procurement and Financial Dealings (As per GFR 2017/2026)

  • Mandatory GeM Usage: Procurement of goods and services must be executed via the Government e-Marketplace (GeM) as per Rule 149 of the General Finance Rules (GFR) of the Govt. of India.
  • Integrity Pact: For high-value tenders (above ₹50 Lakhs or as specified by ICAR), bidders must sign an Integrity Pact committing to ethical conduct.
  • Banning of Bidders: Any firm found guilty under the Prevention of Corruption Act or for "collusive bidding" will be debarred for a period of up to 3 years.
  • Reasonability of Rates: Committees (LPC/SPC) must certify price reasonability to prevent kickbacks or over-invoicing.

B. Academic and Research Integrity (As per UGC & ICAR Mandates)

  • Anti-Plagiarism: Zero tolerance for "data fabrication" or "plagiarism" in research papers and theses. Academic corruption (buying results or authorship) is treated as major misconduct as per University Grants Commission guidelines.
  • Fair Evaluation: Prohibition of undue influence (financial or social) in the evaluation of answer scripts, selection of Senior/Junior Research Fellows (SRF/JRF), and Ph.D. admissions. Faculty and staff are directed not to discuss confidential academic, administrative, or official matters with anyone. Violation of this will be dealt with as per appropriate rules, regulations, and laws mentioned in the CCS Conduct Rules.
  • Grant Management: Use of research funds (ICAR, DBT, DST, ANRF, etc.) must follow strict audit trails. Mis-utilization of research contingency for personal gain is strictly prohibited, as is misuse of assets created through government expenditure.

C. Dealing with Public and Stakeholders

  • Consultancy & Technology Transfer: Licensing of NDRI technologies or consultancy services must follow ICAR Guidelines for Intellectual Property Management. No private "consultancy fees" can be accepted directly by staff.
  • Public Interface: Staff dealing with farmers (e.g., at the Dairy Mela or during seed/semen distribution) must ensure a first-come-first-served basis or merit-based allocation to prevent "speed money."
4. Gifts and Hospitality
  • CCS (Conduct) Rules: Staff are prohibited from accepting gifts from any person/firm having official dealings with the Institute.
  • Limits: Ceremonial gifts of a value exceeding ₹5,000 (for Group A/B) must be reported to the Competent Authority.
  • Prohibition: Acceptance of lavish hospitality (air travel, hotel stays) from vendors or private stakeholders is strictly forbidden.
5. Reporting and Whistleblower Mechanism
  • Internal Vigilance Officer (IVO): ICAR-NDRI shall maintain a dedicated Vigilance Cell. Any staff member or stakeholder can report suspicious activity to the IVO or the Director.
  • Protection: The identity of the whistle-blower shall be protected under the Whistle Blowers Protection Act. No employee shall face retaliation for reporting in good faith.
  • CVC Portal: Serious cases of corruption can be reported directly to the Central Vigilance Commission (CVC).
6. Penalties for Non-Compliance

Violations will lead to disciplinary action under the CCS (CCA) Rules, 1965, which may include:

  1. Censure or withholding of increments.
  2. Compulsory retirement or dismissal from service.
  3. Legal prosecution under the Prevention of Corruption Act.
